AGENDA ITEM 3: UPDATE ON OIL INCIDENT RESPONSE


BACKGROUND:


On August 31, 2023, Port staff noticed a visible discoloration within the inner harbor and notified the National Response Center. The Coast Guard inspected and didn’t set any restrictions on vessel operations.


On September 1, 2023, the U.S. Coast Guard Sector St. Petersburg returned with its response team to deploy boom and begin the clean-up process. SeaPort Manatee’s team proactively collaborated with the Coast Guard to assist in response activities as preserving the environment is amongst SeaPort Manatee’s top priority. In addition, tenant businesses were encouraged to cooperate with the Coast Guard.


All ship hulls have been cleaned and released and the site is 99% cleaned with just the seawall remaining.


As of Monday, September 11, 2023, the Coast Guard has not yet identified the source and responsible party. Samples were taken from three vessels and two pipeline companies for analysis in an attempt to find a match to the spilled oil. Results are pending.
