Carlos Buqueras, Executive Director, provided brief background of the budget.
Denise Stufflebeam, Chief Financial Officer, utilized a slide presentation to review the Fiscal Year (FY) 2023-2024 budget summary and the 2024 Operating Revenues.
David Fitzpatrick, Director of Planning and Projects, continued the slides to share a brief description of the budget, the 2023-2024 Master Plan, and thd Capital Improvement Plan (CIP).
Discussion ensued regarding the CIP, the Berth’s capacity, the growth of the Port, products being shipped to the Port,

EXECUTIVE DIRECTOR COMMENTS
Carlos Buqueras, Executive Director provided updates on the Port.
Commissioner Kruse congratulated Mr. Buqueras on being elected the Chairman of the Florida Ports Council, provided updates on the Port meetings for the rest of the year, and stated the meetings out at the Port will be in October and December will be at the Port.

This resolution budgets the following:
Transfers $218,036 of Port cash to Hurricane Ian Storm FY22 account for repairs to warehouses 8, 9, and 11 due to damages caused by Hurricane Ian.
Budgets the balance of $1,257 for the Seaport Security Initiative project funded $943 by the Florida Department of Transportation (FDOT) and $314 Port cash. This project was inadvertently closed and is pending final reimbursement from FDOT.
$5,400 of cash for Port capital grant costs to incorporate the 2022 Master Plan into the County’s Comprehensive Plan.

Provide and install new HYAC grills and diffusers in 2nd floor ACT grid.
Provide and install new mechanical ventilation system (Exhaust Fans) and external building louvers in the warehouse to reflect new code requirements for the warehouse space.
Test and Balance HVAC for office to meet new code requirements for office space that would include verifying exhaust fans operating during occupied hours.
Electrical
Supply and install new LED lighting fixtures throughout non-refrigerated warehouse spaces, loading dock, forklift charging area, main electrical, warehouse area rest rooms, office spaces and building exterior. Present lighting is not working or is mixture of fluorescent, LED vapor tight High Bay or HID fixtures. No replacement of high bay lights above existing coolers
Supply and install new power to new building accessories including lighting, HVAC and dock levelers, Overhead doors and dock accessories while confirming existing circuits.
Provide and install new Fire Alarm system throughout building.
Remove and replace all electrical conduit, wiring, lighting attached to PEMB roof and wall panels during roof and wall replacement.

On August 22, 2023, the Authority adopted Resolution PA-23-24 for Florida Department of Transportation’s (FDOT) participation in additional funding of $2,500,000 for berth rehabilitation of certain Port berths. WHEREAS, the State of Florida Department of Transportation (Department) has offered to enter into a Public Transportation Grant Agreement with the Manatee County Port Authority (Port Authority) to provide Department participation in berth rehab of Port berths, and
WHEREAS, the Port Authority has the authority to enter into said Public Transportation Grant Agreement with the Department, and it is expedient and in the best interests of this Port Authority to approve and authorize the execution of the Public Transportation Grant Agreement.
NOW THEREFORE BE IT RESOLVED by the Manatee County Port Authority
that:
The State of Florida Department of Transportation Public Transportation Grant Agreement, identified as State Grant Number G2M63 wherein the Department agrees to a maximum participation in the amount of $2,500,000 is approved. The Chairman of the Port Authority, or, in the absence of the Chairman, any Vice Chairman of the Port Authority, is authorized to execute the Public Transportation Agreement on behalf of the Port Authority.
The Executive Director, or his authorized representative, is specifically authorized to enter into and execute any amendment or supplement to the Public Transportation Grant Agreement(s) (PTGA) for the limited purposes of scope changes, funding adjustments which do not require additional matching funds from the Authority, contract duration revisions, as well as Assurances, Certifications and other documents as may be required to support this project.
The Clerk of the Circuit Court of Manatee County, Florida, is authorized to cause two copies of this resolution to be certified for delivery to the Florida Department of Transportation.

On April 25, 2023, the Authority authorized the execution of a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for the funding of $2,500,000 for the procurement of a mobile harbor crane. Additional funding of
$2,500,000 for the project is available and FDOT has provided the attached Amendment PTGA. As a condition of the grant, the Port is obligated to contribute 50% (or $5,000,000), bringing the total project costs to $10,000,000. To enter into the agreement, FDOT requires that the Port Authority adopt a resolution specifically approving the PTGA Amendment and authorizing the execution of the PTGA Amendment on behalf of the Port Authority by specifically designated officials.

THIS AMENDMENT TO THE PUBLIC TRANSPORTATION GRANT AGREEMENT (“Amendment”) is made and entered

Amendment Description. The project is amended to supplement FY23 state funding partial allocation in order to fully fund the state’s match toward the purchase of the mobile harbor cranes. The Total Project Cost, Department financial participation, and Agency participation will increase.

Project Cost.

Manatee County Port Authority Legislative Priorities – Fiscal Year 2024 Federal
Reimbursement of Advanced Funding. In February 2023, the Manatee County Port Authority amended the Project Cooperation Agreement with U.S. Army Corps of Engineers to document the federal government’s accounting of $6.334 million of Port funds advanced for the federal share of the South Channel extension project. Reimbursement is subject to a specific appropriation. Congressman Vern Buchanan has requested $3 million in federal fiscal year 2024 via a Community Funding project. The Port will continue to advocate for reimbursement of the balance of funding in the federal fiscal year 2025.
Dredging & Material Offloading. Advocate for inclusion of Operation and Maintenance funding in the Energy and Water Development Appropriations bill and subsequent Administration Work Plan for ship channel dredging and the continuation of improvements to the Dredge Material Management Area including the offloading of excess material.
Statewide Issues. Advocate for emerging and persistent statewide issues identified by the Florida Ports Council that impact commerce and operations at Florida’s deep-water seaports.
State
Land Acquisition. Advocate for a special appropriation of $20 million dollars in state general revenue funds for the purpose of acquiring land for port expansion. The Port’s publicly adopted Master Plan update 2022 directs the Port to actively pursue opportunities to expand northward and eastward through land acquisition. The funding request is consistent with the Florida Seaport Mission Plan, which was developed pursuant to Section 311.09(3) F.S., and submitted to the President of the Senate and the Speaker of the House of Representatives in the Spring of 2023.
Investment in Statewide Priority Projects. For nearly a year, the Florida Ports Council has been actively collaborating with the Department of Transportation on a non-reoccurring statewide appropriation in fiscal year 2025. At Florida Ports Council's August 2023 meeting, 14 Port Directors discussed the critical importance of a “… once in a lifetime investment in Florida's seaports.” SeaPort Manatee will use allocated funding to leverage federal, state, local, seaport, and private funding to develop multi-user upland cargo capacity for containers, bulk, and breakbulk cargo. A primary component of the project is to fully match or supplement federal grants and to leverage private investment in the development of laydown area at the Port.
